hexababy - sold me new Compudaypack, missing dividers
Specifically half the dividers for the part of the bag that keeps the DSLR. It's very important because without them, it's unsafe to keep any equipment in the bag, making it more like a lunch compartment than a DSLR compartment. It appears that he isn't going to hand the dividers over, I'm about to leave him some negative feedback. Is there any protection from revenge feedback here? I sincerely believe that I was accommodating for him, met at his location and paid his "$40 obo" price. Is there anything else I can do about this (has anyone contacted Lowepro asking for dividers)? One last concern is that his account is new, he can simply create a new account behind a vpn and start fresh again.

That's how it works in a private face to face deal. You have to inspection the item prior paying, the story mention that you sent your father to pick up and he doesn't know anything. Sadly saying, this is not the seller's responsibility but yours.
Now you have possession of the bag and the divider is missing. Did the seller not including it on the sale or you lost it? Base on the email, the seller did not admit that the dividers are missing before the transaction. It is really your word against his.
Yes, you have right to leave him a negative feedback, because the outcome is not pleasant, but the seller also have right to leave one back in return. Unless you have a strong proof saying that he is lying, then we can lift it, or else all feedbacks will stay.

considering that this was done FACE TO FACE, OP should have checked the content before handing over the cash. OP is totally at fault. Even at stores, i always check zippers and everything before paying. (cloths, bags etc)
