So, if I kill someone, it's only murder if I get caught?

I was not. On top of that there isn't an $18 fee from customs on a $22 item. ignore what I said then, the price of the item was $22 and that was the value. I didn't pay $3 for a $22 valued item.
Assuming 13% tax.
$14+1.42 for the paperwork fee.
$2.86 for the GST/PST/HST

Total: $18.68

I still don't see the problem.

This has never been more true.
I ship via DHL and UPS Ground all the time and haven't had any surprises.
FedEx too.

I guess my "problem" is I buy t-shirts online all the time, and most of the time from the USA & overseas. I've never once had to pay this kind of fee on anything else, let alone a baby's t-shirt. I just think it's a BS charge & they're making fake profits off it. Bottom line, I just won't shop anywhere international that ships with DHL. It has nothing to do with the money, it has to do with justifying who gets the money. I would rather pay the company making the t-shirt the $20 for the t-shirt.
