If you mean a surcharge, it is legal in some States and it is legal in Canada as long as the retailer charges the same fee for every credit card. For the USA the fee can not be more than 5%. Not sure of the cap for Canada though.

Hm..isn't this illegal? OC Transpo charging minimum credid card fee
I've been reading on Consumerist that charging a minimum fee is illegal when it comes to credit cards. Is this only for US or Canada as well?

although personally... such CC policies actually serve to protect the CC company more so than consumers...
if anything, such policies actually end up costing consumer's more in reality.
(well, no surcharge policies anyways, have to think some more about the no minimum charge policy)
