Homestay students and rentals

If I rent out my whole house with multiple bedrooms to a tenant, and the tenant wishes to use the spare bedroom they don't end up using themselves to host a international homestay student, would they be permitted to do so without my (landlord's) consent?

How are homestay students treated under the law? they don't sign sublet leases..

Do things change if the tenants only declared themselves to live in the unit when they first signed the lease?

depends on if you have the leasing agreement specifying this. if you don't have one signed, your provincial tenancy act applies, in this case, they need your written permission.
City bylaw also applies whether you have agreement or not, mainly to stop people running a hotel in residential area. it varies city to city and some cities don't actively enforce it while some do.
usually it wont allow unrelated people to live in the same address unless it is legal suit. different area have different definition of live(number of days of the stay)
