Hot and Cold shut off valves are off...hot water still running

Hot and Cold shut off valves are off...hot water still running

This is in a condo.

My master bath shower is dripping, so I wanted to take it out and see if a washer is needed or if I have to replace the whole thing. Before doing that, I had to shut off the water. Here's where the trouble comes... I turn off the cold water and no cold water is coming out of any of the taps in the condo. I shut off the hot water and while there is less, hot water is still coming out of all the sinks. Is there something I'm missing here? I used to do plumbing work in a house, and it was so easy. Condo not so easy. Any ideas what can be going on? Is there some other shut off I'm missing? I'm waiting on a response from maintenance.

My guess is that the shut off valve is faulty.

I am assuming you shut off the hot water at the main tank. Could there be a second or back up tank?

@JaLove6 : Likely the valve washer has disintegrated or fallen off which is quite common after 10 years or so on a hot water pipe. You'll have to get the condo people turn off the main water valve to replace that washer if that is all that is wrong with it.
