Locked? It makes no mention of provider in the link, unless I'm missing something... (I thought only the PAP2 were usually locked to Vonage...)

Yup, a locked adapter indicated by the "...CA" model number and "Activated Voice Over IP Service From Vonage". The PAP2-CA has $115 kickback, doesn't look like this has any. Better deal to go with PAP2.

It is worst deal!
the $15 MIR is from Vonage, you have to subscribe Vonage service at least three months! (otherwise, the rebate will be charged back).
If you wants to Vonage service, call Vonage directly, they will send one to you for free!
