How can he avoid losing it? Sell it to a friend and pay the taxes on the sale then it is out of his name? He is paying back the arrears through garnishment of wages.

Do you realize that you are seeking advice on how to defraud the court systems? And also, taking away from what his partner deserves.

What makes you think he will lose it? The garnishment of wages was approved by a court order and was deemed sufficient enough to satisfy the judge.

Does your friend drive the car to work? If so, then the judge will not allow the car to be taken as it would interfere with your friend's employment, and hence the ability to pay off the arrears.

You really should be asking a lawyer these sorts of questions instead of posting here.

like others have said, it sounds like they have decided to go after his wages until they have collected the $10k or until he otherwise pays it. His car doesn't sound to be in danger, but he may want to get rid of it anyways.

When they garnish his wages, perhaps there are extra fee's or interest since the $10k is spread over a longer term. I'm not sure how these things work, but I'm guessing the cheapest route is to write a cheque for the full amount.

He owes $10k - perhaps he should sell his Toyota and pay the courts and buy a cheaper car and be done with it?

To avoid paying, I'd say he would need to be working for an employer willing to pay him under the table so that his wages cannot be garnished. If they cannot garnish his wages, they may then go after his assets - at this point he will want to worry about hiding his car.

It is strange how you cannot even see how morality is not an issue here.
Nobody made me the ethics police, but any individual with at least half of a brain can find this thread to be somewhat questionable. This can be DIRECTLY COMPARED on how to commit tax evasion. That is probably an issue that is beyond your scope of knowledge. I can't communicate with individuals who lack any sense or judgement because it is evident that you are not finding any fault in the OP's thread.
