you can use a boot cd to get in the same way. You do not need a floppy. Just as long as you can get into DOS mode, your OK!
from there, just run the program like any other. Just make sure you follow all instructions and parameters

How to flash the bios
I have a p4s800 and I need to flash the bios, however the issue is I don't have a floppy drive. My powersupply only has one power cord but my video card needs it to power on.
It's an award bios that uses the EZ flash tool (Alt+F2) to enter the bios, but it will only install the new bios file from the floppy device.
Is there an independent utility I can use, installed on my usb device?_______________
