Lmao this is the right answer!
Theres' a notorious speedtrap on the stretch of the 403 where it starts/ends at the 401 going into Mississauga city centre. There is always, always a cop hiding either on the left side next to the carpool lane or under the overpass where Englinton/403 is. There's always a tow truck too (guess he's there if someone gets pulled over for going too fast, cop and tow truck probably coordinate.)
Anyway, you're always tempted to go really fast as it's a straight away for a good 2km. I always see cars getting pulled over or abruptly slowing down ahead of me and that's how I know.
Except this one time, some hot shot Integra driver was gunning it real fast, he even tailgated me and flashed his high beams. I switched lanes and then switched back, so I naturally followed his speed at 140km/hr after. Except, I had a hunch there'd be a cop, so I slowed down when I saw the gleam of the cop car in the distance. Integra did not and sure enough, cop turned on his lights and went after the guy.
Serves him right for high beaming while speeding like that.

It really all depends on what the cop is assigned for that day (speed trap day, basic patrol, on their way to investigation, safety visibility, etc) which would explain the inconsistency.
I will say though I think Toronto cops on the highways in the city are generally very lenient. Toronto given its size, function and budget, is more concerned about political fallback than smaller departments which do rely more on traffic revenues.

There is not a set rule, speeding is speeding, however, it is always the cops discretion. Typically a police officer will issue a ticket on how they drive themselves i.e. if they normally drive 20 above the speed limit then there is little chance they will pull somebody over for the same offense. Cops tend to be more strict when there are more risks e.g. Rain/Snow/School zone.

on regular roads, rookie cops would give you a ticket for speeding less than 10kmh just to practice. cops with more experience do not usually bother with tickets below 15kmh (10kmh in 40kmh zone)
on highways, they usually let you go 120kmh

A similar situation happened to me on a 401... I was driving at around 130 and noticed a cop car parked on the ramp that merges onto the highway. His siren went off and pushed the gas. I slowed down a bit but kept on driving when I saw in the rear mirror that the cop hopped on the highway and signaled the guy behind me to stop
Both of us were driving at around the same speed, if not me going a bit faster. Phew. That was a really close call.
