You typically pay for toll-free numbers per minute rather than per month, or with perhaps per minute and a very small monthly charge. Here are some examples:
VoIP.ms (in spite of their name, you don't have to use VoIP with it.)
$1.49/month and $0.032 per minute + $0.0125 per minute to forward to a landline or cell = $0.0445/minute.
Their website can be a little intimidating at first but their support is helpful and they have lots of free features such as IVR (Press 1 for my office or 2 for my cell), ring groups (ring both your office and your cell at the same time), and time conditions (go directly to voicemail after 5PM). VoIP.ms also has the best Caller ID Name in the industry so it will be easy to identify who's calling you.
VOIPo Cloud Numbers
$36/year or $4.95/month. 100 free minutes and $0.049 after that.
Anveo
$3.25/month and $0.03 per minute + $.005 per minute to forward to a landline or cell = $0.035/minute.
Their website is more intimidating than VoIP.ms, but it does more. No support of Canadian Caller ID Name. Slightly better uptime than VoIP.ms, but not significantly.
Shaw Cable
No per month charge and $0.06 per minute.
I realize you're probably not in Shaw territory but I just wanted to give you an idea of what an LEC charges.

i am located in toronto, if i want to get one, what are my options for pricing? and which companies do you suggest? how much does a typical toll free number cost for each month on average?

I've been using www.kall8.com for a few years now.Apparently they are not the cheapest service around, but I never had problem with them.

Slightly offtopic but I've been using VOIP.ms as my home phone and it's very stable. Atleast you can also choose the server you want to use that is closest to your physical location to ensure a lesser lag time.

I'm an Allstream partner. Toll free is free if you have business lines with us and terminates to whatever number you want. Then it's 3 cents per minute for any call coming from Canada/USA. If you don't have lines with us then it's about $10 per month for the toll-free. Benefit is that you're dealing with a carrier directly vs using voip.ms or other companies that are routing the calls over our network and others for you.

VoIP.ms allows you to order "Vanity Numbers". Searching for an available number is free; obtaining that number costs between $15 and $30.
Typically it is possible to port a toll-free number between carriers. However, it would probably be cheaper to just get the number from the carrier you want it to be with. Each carrier charges different fees for port in/port out.
