How to report delinquent customers to credit bureaus like Equifax and Transunion?

Hello business owners,

Is there a way to report delinquent customers to credit bureaus? (specifically Equifax and Transunion). I mean the persons who are delinquent with their bills?
I understand some collection agencies practice this or telecoms have the power to do this but what are the laws and regulations around reporting and how does one go about reporting?

Thanks,

You have to become a data furnisher or data reporter and most credit reporting agencies require a minimum of X accounts.
You report their good, bad and delinquent payment histories.

Thanks a lot. Second link is broken.

Seems they want a big firm to report a lot on regular basis.

What is the alternative? Is there an agency that take a complaint or two and posts?
