Don't know about Bell or cellphone plans, but I did this with Rogers and cable TV. I called them up, told them I want to go with Bell because they offer this many channels, this much HD, this box, and this price while Rogers does the same thing for twice the amount. The CSR then gave me a 50% 1 year contract and a free HD PVR box. Try your luck.

and i dropped from 6gig to 1gig per month. I have an iphone and i am always connected to wi-fi so I hope I never go over 1gig

Are you forced to be with Bell?
Why people don't switch to Mobilicity is beyond me. Grab their $25 plan and i'm sure you won't regret about it. It might not be as reliable but as long as you live in an area with coverage it will be the best choice you ever did.

So after tax and the $2 preauthorized discount you are left with $26 per month and you lose maybe 3-5 % of reliability. Good bargain IMO.

$120/year saved! I'd say that's a good deal 1/5th of a brand new smartphone
