here goes:
first make sure your computer (motherboard) has the necessary slot for the new video card. HD 3650 is PCI-E, I'm not sure about 9800 Pro but it should be the same.
so:
1. Buy the card
2. Shut off your computer, unplug the power cable (just to be safe)
3. Open the computer case
4. take both hands and touch the computer case for a few secs (to get ride of static)
5. take out the old video card, you will most likely need a screw driver to unscrew the back plate.
6. take the new video card, screw in the new back plate that came with it
7. plug the video card into the PCI slot and plug in the power cable
8. close the case, plug in the computer
9. turn on computer (hope everything works)
10. remember to update to latest driver
good luck_______________

An additional note, make sure you have the correct power plugs inside. From what I remember the 9800 (molex) has a different power adapter than the 3650 (sata).

The card usually comes with instructions and drivers.
Anyway, before removing the old card you shd uninstall the current card driver in Control Panel.

Just trying to save the OP an additional trip to the shop to pick up adapters. There might be an adapter in the box depending on the manufacturer.

When you take out a video card, usually there is a little clip that holds the card tight inside the slot, so make sure you push the clip in the proper direction to release your video card. The clip is usually underneath the card right attached to the end of the slot.

There is no such thing as SATA power adapters for video cards, if youre talking about 6-pin/8-pin PCI-E connectors and confusing it with SATA power... then fine but dont confuse him.
