i went to sleep really late last night, and this morning someone called and woke me up but no one was on the other line so i started yelling into the phone. after that i couldn't get back to sleep so i watched some cartoons

play an MP3 that is at a frequency only dogs can hear. crank it way up. that will drive that dog nuts, and eventually someone else will shut the dog up.

Go find the house, beat on the door and force your way in accusing the person of neglecting/abusing their dog.

Oh wait, that was my crazy ass neighbour a couple of years ago when my dog howled during the day the one time we left a window open.
