Stay outside of Ontario such as Alberta and buy from Ontario.

You can but you will still need to pay 13% HST.

For some retailers, if you're paying with your credit card, I think the billing addresss on your order should match with your credit card's billing address for security reason.

For most retailers, they don't have to match. If they don't allow it, they won't provide you a way to enter shipping address at all. However, the CC company may not like it and reject it. In that is the case, let the CC company knows about the alternate address.
e.g. I never ship anything to my home (my billing address). I ship everything to my office (my shipping address).
