This deal is intended for any gun owner that doesn't have a registered AR-15 rifle in their possession right now.

Right now there are news reports of a firearm prohibition being announced as soon as Friday. There is currently a lists of firearms being reported that will become prohibited, this includes the AR-15. It is expected that the government will use order in council to implement the new prohibitions. This means that anyone who holds an AR-15 now, will be grandfathered in. Those who don't have an AR-15 now will be prohibited from ever buying or owning AR-15s once the prohibition comes into full effect. This why prices are increasing as there is growing demand to obtain a lower receiver. Getting a lower receiver is a cheap way to getting grandfathered in for AR-15 ownership without buying the full rifle. There is also the added delays of transferring restricted firearms, so it would be wise to act as soon as possible before the government fully implements the prohibition.

Shipping from IRunGuns' Canadian Store is around ~$20 CAD for a single receiver. They seem to only charge GST since they are based in Alberta. Final total should be around ~$130 CAD after taxes and shipping

The irunguns.ca site indicates that they ship only once a month.

Do people have to have their order in? Or do they need to actually have the part received?

The once a month thing is for importing items from the states into Canada when using their US store. The Canadian store doesn't have that waiting period.

As for your second question, according to the firearms act you need to possess the firearm to maintain your status. Look under "Grandfathered individuals — regulations" Section 8 & 9.

I do want to mention that in the case of AR-15s, those are already registered so ownership/possession technically changes hands once the CFO approves the transfer even though it may not be physically present. Now whether the CFO approves in progress transfers once the prohibition is enacted is anyone's guess right now.
