I'm looking for a cheap IDE laptop hard drive in the 20-30$ price range. I don't need a big disk, maybe 20+ GB..Location is Mississauga or Waterloo..

Which HDD standard are you searching for - IDE (PATA) or SATA?

2.5" 250GB SATA can be found for $60 or less

but 2.5" 30GB-60GB IDE goes for $40 if you can find one without bad sectors...
