Ottawa would fall in one afternoon if Quebec were to stage an attack. All they need to do is move rebels inconspicuously into Ottawa weeks ahead and raise to arms on a given notice. Whether they can defend the Hill is another story...

Does Ottawa even have any strategic value? I'm guessing in a war, most of the government and its bureaucracy becomes dead weight.

The fight will be over supply lines, airfields, ports and power generation stations.

The rebels can hold the politicians and the PM in hostage if they invade during a House of Commons meeting.

Canada gets Montreal and Quebec gets Ottawa. No wars, no problems, everyone is happy.
I'd gladly take the trade the Sens for the Habs any day.
