If an independent Quebec declared war on Canada, would Ottawa be defensible?

Does Ottawa even have any strategic value? I'm guessing in a war, most of the government and its bureaucracy becomes dead weight.

The fight will be over supply lines, airfields, ports and power generation stations.

Within a few weeks the province would atrophy and wither in the dark.

The defensability of Ottawa is irrelevant since contains no vital infrastructure. The bigger question is the defensability of Quebec.
that's too much effort, all Canada has to do is stop sending money to Quebec and they will fall apart on their own.

Look up in the art of war where it says war costs money, the exact phrase is that to prepare food and fuel before moving the army. The cost of war cannot be understated, the states spends trillions of dollars on wars.
