So yeah as title states, I set the image mode to L + RAW, but when I open the memory stick on PC I get duplicate JPGs of each shot. My friend said the other picture should be a different format, but she's not familiar with Canons.
How do I get the RAW files?

+1.
Check your file extensions - maybe your friend was wrong. You can view both jpg and raw in-camera and with the proper Windows plugins, by default in Windows as well.

I have a brand new XS from boxing day and shoot in L + Raw and I get a .JPG and a .CR2 for each shot.
When I import in Picassa, they look pretty much the same and if you have the proper plugins installed in Windows, they'll both display when browsing through My Computer. You should turn on "Display extensions for all files" to know which one's which.

File size should also be a dead giveaway when viewing without extensions. Average L JPG by Rebel, 3-5MB. RAW files are 8-15MB each, depending on megapixel of camera.

That's weird... I have to use the EOS Utility app to get the .CR2 files, but when I just access the images from the card itself, they are nowhere to be found
Is there a way to fix this? I hate to have to go through Zoombrowser/whatever each time I need to download photos.

What OS are you using? Are you just going through the card with windows explorer? or using another program to download off card?
Are you saying just plugging the SD into a card reader won't let you see the CR2 files?

Yeah I'm using Windows Explorer to view my photos, and most of the .CR2 files don't appear (for some reason I see a couple of RAW images only).

I've read something about this. If your camera is connected to PC, do not use Windows Explorer when the pictures are shot in RAW+Jpeg, this result in RAW do not appear. It's a known issue. workaround is using Canon software to download or use card reader.

I had the exact same problem with my XSI when I plugged my camera in to a PC via USB cable and then used the Microsoft Camera and Scanner Wizard to download the pictures. Two images came across, both with .jpg extension, and both with the jpg file size. I had always used this MS app instead of the camera specific software when retrieving pictures from my PS cameras in the past.
I tried a number of things including installing the RAW codec, etc. but in the end I had to install the EOS software and retrieve the files that way. At the time I was in Hong Kong and didn't have my software so that was a fun exercise as well.
What I've done since then is purchased an SD card reader and I use that. MS has no problems finding the .jpg and .cr2 files directly from the card, so it seems like something to do with the MS to Camera communication.

I use a card reader all the time.
Save the batts in the camera. Nothing I hate more than hooking camera up to comp via USB; unless I'm changing camera Owner on EXIF...

Lightroom can import via card reader if I'm not mistaken allowing you to modify some EXIF data.

Yes you are correct.
But with EOS Utility, you can write the Owner name onto the camera...essentially marking all your photos with your name or studio name without having to change EXIF.
The only way to do this is by EOS Utilities as far as I know.
