For Phonebusters you don't have to use their webform - you can forward general email scams to them at info@phonebusters.com ,
and forward 419- 'nigerian'. "Lottery" or Advance Fee Fraud emails to wafl@phonebusters.com
Faster than filling out the form.

Where do we report fraud by individuals on a forum like this, does Recol or phonebusters do anything?
Recol shows :
Only complaints containing a legitimate interest to Canadian investigative agencies will be successfully logged with RECOL. Complaints without any legitimate Canadian investigative interest should be reported to your local authorities or the appropriate foreign authority.
It looks like they might not accept complaints from individuals._______________
