This doesn't answer your question directly but usually if you connect to a nearby point, latency is less. IPV has servers in China and nearby countries.

Nowhere does it say that IPVanish or PureVPN kept logs or that they were used to find the person.

Nice, I think I pay around $70 CAD per year. No complaints, it keeps telus from sending me pesky copyright emails.
