When I worked there yes for "management" level, might have change with all the cut backs. Management level in OPS is not great and you can do better in private.

Technically yes, you can negotiate salary and vacation; practically and in reality, no. The reason is that the clause for bringing in new hires with a negotiated higher salary needs to have a business case and approval from some sort of higher up delegation of authority, I think to a level that's ridiculous like Executive Director.

I think it happens for really really hard to fill positions (e.g. those in the leading edge of the industry, executive directors of a specialized policy area), but otherwise I'd say no.

As for a week of absence leave without pay, I recall there's already policy to allow for that as a standard for everyone.
