California Proposition 65. Basically legislation that requires manufacturers of goods to put warning labels on their product if they know or believe that it contains a hazardous material like lead. Some manufacturers (and importers) just put the warning on everything so they comply with the law in California. Unfortunately that's confusing for consumers, and not just ones in California as you've discovered.

I used to work in wiring, we never used any lead, but it only applies to appliances, etc made in North America. Then again, the wire has other issues then lead, sadly I would never buy housing wires, etc from North american stores, regardless of it made in N.A. or China, same quality=BAD now a days. With out doing a few tests that I know of.

Most power cables for the last 70 years or so have contained lead in the pvc housing. This makes the pvc more heat resistant which is a good thing for preventing fires. This is especially important in long cords that will potentially be used rolled up (many do not take all of the cord out of the vacuum despite the fact that cables are not designed to be used rolled).
Lead free alternatives are out there but are both less effective and considerably more costly. I doubt you will find a vaccuum or extension cord that is lead free. I also think that the risk is negligible, but that's up to each person to decide._______________
