I haven't been able to. It seems to apply to the full price, not instant saving price.
As an fyi, the current rumor is that the 9th gen processors should be announced around April 21st and be released in products around mid May.
9th gen is still on 14nm. Intel has dropped the ball and allowed the world to catch up. This is the forth time they've used this process node and it isn't different enough to give it a third + in the 14++ naming convention. So improvements will be marginal and little to no efficiency changes. The H series (i7-9750) will most likely be a 6 core 12 thread processor but the commercial registration states 8 cores with 8 threads (no hyper threading). It may turbo boost to 4.5GHz instead of the current gens 4.1GHz. Expect a 10 to 20% improvement in benchmarks.
No idea if or when it might drop in a Y740 though.
