For free photo editing software, you can try Picasa 3.
For non-free photo editing software, you can try Paint Shop Pro or Photoshop elements.

LF Best photo editing software?
I'm looking for a program that can easily cut and paste, etc unlike Microsoft Paint which is a pain in the arse just to edit a photo
Thanks

Irfanview. I think it's more of a viewer but it can do a lot of editing as well, at least it's what I use for cutting / paste.

In regard to the title you are asking, I'll suggest Adobe Photoshop.
