I decided to go in to my MP's local office since it wasn't far from the office. They told me they only receive 40 flags a year and they're meant to go to non-profit organizations, so this may be a YMMV but great if you can obtain one.

Pretty random deal. MPs all across the country will be wondering why there's a sudden spike of e-mails requesting free Canada flags Face With Tears Of Joy.

This is a YMMV. MP offices are only given a small allocation of Canada flags each year to distribute, which are primarily given to non-for-profit groups, clubs, Legions, and similar organizations. While a program did briefly exist in the 1990s (during the height of Quebec secession fears) to supply all Canadians with a flag upon request, this was ended soon after due to the significant cost to the taxpayer.

But, your local MP may have more on hand and can provide one to you - so it never hurts to ask.

I don't recall exactly which one I requested like 6-7 years ago, but the wait time was something like 35 years.
