Walmart and bestbuy currently have the 2nd gen moto e for $130 which is $20 off. Picked one up and not a bad budget phone.

Thanks for pointing out the Moto E is now cheaper at Best Buy. Sure took long enough for Best Buy to lower its price after a competitor does, imo. Good for consumers. I think the new price for Moto E now is $99, Moto G 3rd Gen is sitting at $199 now, could come down to $149 soon

Virgin Mobile has an option for getting it as a gift through the prepaid option. The Moto G is oos for online purchase, so I selected another Android phone, HTC Desire 626s. No way to drop the $4.99 SIM though afaik.

For the Bell one, yes, but virgin has it for $199 prepaid. You can even add to cart and order online. You will have to pay the extra $4.99 for the virgin SIM and taxes of course. On Virgin website you can select "Get it as a Gift" so you dont have to activate a plan or anything.
