How about 'repair install' WinXP and start from there ?

Looking for diagnostic programs that are bootable.
I get an error on boot up and can't get into XP anymore. I need program(s) that can clean everything up (anti-virus, spyware, etc..) after booting off a CD. Any recommendations?

I would like to do that as a last resort. If I did do it though, would all of my programs and settings remain intact or is it like a fresh new install of windows?

I can get into safe mode, but there's not much I can do in there.

I tried to go into safe mode and now I can't get in that way. I get a blue screen error. I also tried booting up regularly thinking maybe it might work now, but I get the 'Insufficient resources exist to complete API' error which I also noticed it says lsass.exe with the error.

reinstalling windows over a virii'd or non working one is a temporary fix, it will generally never fix anything.. your best bet is to back up your important stuff to a hard drive or another computer and reformat/reinstall, this way you are certain to fix the problem ....
