Looking into a CarProof report, no odometer reading?

Cousin has been shopping for a car for a while now(back and forth from new to old, from $9k to $40k), and has been bugging me every damn week. This time its something interesting though, lol.

Anyways, it seems like its an Quebec vehicle but is now in Ontario. Does not report any accidents or repairs, and the car has 28,000 KM on it. Kinda interesting how it doesn't report any odometer readings, but we do know its been purchased in December 2006.
