Low-use province wide talk plan (no text needed, prepaid preferred)

My dad may be going to work in the Kitchener/Waterloo area in the near future and I'm looking at options for him (just needs voice). He'll probably only need 50 mins a month at most.

It seems like there aren't any good prepaid options (Wind would have worked as it had coverage but no more Pay Your Way option). All the other prepaid options I looked at (Petro Canada, PC-mobile, Speakout) have additional long distance minutes on prepaid which amounts to 45c per min. At 50 mins that's already $20 a month so it doesn't seem worth it to me.

The only decent options left seem to be:
-Public Mobile $19 and wait until Telus coverage kicks in
-Petro Canada or Speakout monthly $20 plan
-A corporate plan with long distance (I might be able to get him on one depending on eligibility)
-Calling card

I wanted to keep it under $20 a month but looks like that might not be possible. Does anyone know of any other low-cost prepaid options with province wide calling included?

The $25 plan of Wind is the closest you can get.
The payg plan of Fido is 40 cents a minute. A 100 minutes costs a lot more

Koodo prepaid

$15 / month (minus 10% with auto top up)

$25 500 minute booster

Total of $16/month +taxes for 50 Canada wide minutes.

Seems it is the only good deal now if it lasts longer.
Even the underdog and discounter, Wind, has got out of the PYW and PAYG market completely. Koodoo has no competition. And thus the chance is higher that it be wiped out entirely. Or it may be jacked up to $20 min a month. All carrier plans have gone up in price.
