sign up for chapmans kids club on the chapmans website (it's an ice cream maker) they have a kids club where he can play simple games and they will mail prizes for free what you can "purchase" with your points it's free and you can earn point regularly enough (even play for him if the simple games are too much) so he can get little things in the mail (colouring books beach balls, pens, hats, aprons stuffies)
you could also sign up for freebies in his name (obviously not adult related freebies) that way a package comes in the mail he gets it and he gets to open it

Mail for tots
Hi there,
My son is turning 3 very soon and he loves getting mail. We signed him up for the lego newsletter and always looks forward to getting more mail when we check the mail box. Is there any place that you guys know of that will send FREE mail that is entertaining to kids? I did a google search for kids mail but they can be very pricey, charging about $10 per package sent. I don't need anything quite that fancy as those usually include craft supplies etc.

Not free but.... Check out Chickadee magazine or is it Chirp magazine for the younger ones. Might want to start a book subscription service as well. We amassed the entire Dr Suess collection this way that is now going to our great nephew this week.

Thanks for all your suggestions guys, I have signed up for all suggested clubs as well as subscribe him to Chirp Magazine. Looks very good for kids, educational as well so I couldn't pass it up. I did get a slight discount by signing up from the rogers magazine website and got a free touchscreen PDA as well so that was a bonus.
If anyone else has any other suggestions please keep them coming. All suggestions so far were very good. Thanks again!
