Seeing as it's illegal to even advertise that you sell cigars in Ontario, I doubt you'll find a legitimate website where you can buy them. We have lots of cigar stores in Windsor, a pretty large market here cuz the Americans can't get the good Cuban ones.
As for buying cigarettes online, sorry I wouldn't know, but I'd be pretty surprised if you could.

Heavy duty and taxes are not an issue.

Yeah, you can't ship alcohol over the boarder, so I doubt you can ship tobacco. Different story if you carry it across.

Yes you can order and get tobacco products shipped to Canada, just be prepared to pay the hefty taxes.

Really depends on the person checking your package.
I came back from Point Roberts a couple of days ago from picking up my package from cigarbid and the guy didn't tax me. I drove up to customs and he asked me where I lived, how long I was gone for, and what I was bringing back. I told him I was bringing back cigars and some other small items and showed him my invoice and he told me to have a nice day.
