just got back from brampton west walmart and same story, $150 + $150 on tab. Also called 5 other wal-marts (including heartland) and they all confirmed this.

So I guess no one actually got this phone for 0$ + 150$ tab from WM? I only saw 148$ + 150$ tab, which is not really a deal.

In fact it should work on Rogers/Fido/Bell/Virgin/Telus/Koodo/Wind/Mobilicity/Vidéotron/TMobile all on 4G (or whatever speed they have). You'll probably need to invest $20 to unlock it if you want to go off Telus/Koodo.
I've had this phone from Telus for a year and after unlocking it worked fine on TMobile's 100min+5GB=$30 plan (which despite the marketing isn't tied to WalMart, it just requires a new SIM and online activation. It's a great plan if you're going on vacation to the US and don't need a lot of airtime and don't want a contract. Otherwise I haven't tried data on any other network besides Telus.
The new Nexus 4 is essentially the same in terms of networks (most of the negative reviews have been its lack of LTE, which is a bigger issue in the US I think). When that comes out at C$309 it will definitely hurt the market for the SIIx at $300 [thus the current $100 gift card promo, which is real even if the $0+$150 was a mistake by a WM clerk], though the latter does have a few benefits (32GB microSD capability, removable battery, non-glass back, possibly the Super AMOLED Plus screen).

$200 would be fine but even then its not really $200. It is $300 with a Walmart giftcard, plus one month of service fees, plus taxes on $300. At that point you might as well get a Nexus 4. You might save ~ $50 but you are still stuck with store credit instead of cash and a phone that is arguably inferior.

I saw at future shop today that Virgin Mobile Samsung Galaxy S II 4G is about $250 after the $50 GC.

True, as even if you get this deal it is not far from Koodo deal of $150 down +$150 tab less $100 GC = $200. (which was also Virgin SGII deal week ago adding to $200 cost). As Nexus 4 comes up at $350, you may see Galaxy Nexus dropping to $250 and it makes sense that SGII with 800x480 resolution, crippled by Samsung should sell at $50-$100 less than Galaxy Nexus.

Samsung Galaxy S II X (T989D) supports 4G (DC-HSDPA 42Mbps), can be used on 1700/2100 MHz frequencies (Wind/Mobilicity after unlocking), is slightly lighter, has a slightly bigger screen, has a 1.5GHz dual-core CPU, better battery life.
The Samsung Galaxy S II 4G (I9100M) only supports 4G HSDPA 21Mbps will not work on Wind/Mobilicity even after unlocking, only has a 1.2GHz dual-core CPU.
I played around with the Samsung GS2X T989D, it can be unlocked for $15 with mobile express canada. Rooting and flashing SlimBean is fairly straight forward but battery life on Mobilicity was sub-par due to weak signal in Markham.
Flipped on Kijiji at cost and waiting for Nexus 4.
