ON the website foot note [2]:
Unlocked cell phones are compatible with GSM carriers, including AT&T and T-Mobile; also compatible with other GSM carriers. Phone will not work with Sprint, Verizon, Boost Mobile, Virgin Mobile, or any other CDMA carriers. Please contact your carrier prior to purchasing to confirm your carrier will support voice and data on this unlocked GSM device.

However, I do not see AWS bands listed.

Chat with an online rep, who confirmed it will work with T-Mobile.

According to gsmarena there are quite a few models. If this is W410U then it will work with Wind/mobilicity.

It's also 1/10 of the price of an iPhone 6...so it's a fair trade

Doesn't wind need 1700 AND 2100 to work? I don't think this model would work on Wind.

The online reps for the Canadian Microsoft store website are likely from the States, so I don't think they have the right info.

One rep asked me if I was with Verizon or AT&T when I specifically asked about availability of a specific product in Canada -_-

I haven't even heard of the "mini" SIM until I saw this - I always thought of that as the "full sized" SIM card for cell phones, but after wiki, I realized full-size would refer to bank card sizes
