Minivan with high beam on (rant)

My trip to home after work is about 10km, from Leslie & Hwy 7 to Dufferin & Hwy 7. Lately, I happened to noticed one car running with high beam on full time. It's very very annoying, for some reason this car's high beam appears to be far brighter than others I've seen.

Then I realized, it's the same car (Toyota Sienna) every time. Today, I passed it around 6:20pm near Bayview. The car was travelling to east.

Just one car with high beam on, always Toyota Sienna, around the same time everyday (well often enough to make me believe everyday), so it must be the same driver!

How do I tell this driver to turn off the high beam? Any suggestions?

Report the car to the police. Most forces want to know about road offenses and have online reporting.
You'll need to know the vehicle description, license number, driver's appearance, time and place.
They will send the vehicle owner a letter, and if the owner gets three letters, a visit.

It's 3 lane highway (each side). That idiot probably won't even see my highbeam even if I flash it. Instead, all cars in front of me will be annoyed.
