I had an idea to build a PC small enough that it could be carried around. Something like a shoebox size would be fine. I was wondering if anyone had any experience with building smaller, portable PCs capable of gaming at 1080P. Specs would be an i3 or i5 and atleast a 6850 (in terms of performance).
Can this be done with adequate cooling? and for how much?

the biggest hurdle you will be met with is an appropriate sfx psu. Last I checked this was about the best option but that was a year or more. Just make sure its the shape of psu matching your case mounts.

A Little larger but designed for the purpose you describe is the new Bitfenix case.

It even has handles and should fit a full sized cooler and graphics card - all for under $90
Lian li also makes a few mini-itx cases but they are little more pricey - they also have one with a handle.
Curious to see what you decide!

Love the BitFenix Prodigy, so much potential. @OP; how soon do you plan to put this rig together? Thunderbolt makes modular portable pc's very attractive and fully capable, but it may be a while off before external key components will be readily available..

No, you're not entitled to your own opinion, you're only entitled to what you can argue for.
Otherwise, don't start.

Amazing. 450W for that size
It should be sufficient. Do you know any SFX PSUs with higher watts?
Oh haha it was just a thought. It would be awesome to walk to my friend's house with it and play games. I might study overseas, so a PC of that size would be convenient. I'd say at least one year, if not two.
Thunderbolt? Like whats used in Macs ? Don't know what you're talking about sorry.
I love how the case looks. But is there anything smaller that can fit a normal size gaming GPU?
My question: how much should I expect to pay?

yeah thats about the highest psu sfx I could find. As for the psu Its been around for ages and is still the seeked after sfx.
For a case check out the reviews on this one for the size of your vidcard for whats comparable. Its argueably the smallest case that takes full size cards. Most cases or small cases offering support for full size cards also offer full size atx psu which makes it rather bulky. It'll run stock coolers fine after market you need vary low profile coolers. You can find it at direct canada as well for 58 free shipping. No handle but its 10.9" Height x 5.5" Width x 12.7" Depth size. A shoebox is roughly 11.5" x 7" x 3.75". Oh you can use horizontally too
