Hmm... for bamboo just make sure it's immersed in water; not sure if tap water would cause problems for it if it's dying though (with flouride et al. in the water)

Looks healthy on the top.. you sure it's not just old leaves dying off? (I've never had one of those before)

Im not sure if its because of the sun. My other bamboo that's about 15 inch high is looking healthy.

To begin with it's not bamboo, it's actually dracaena. Bamboos actually prefer well drained soils and would never grown in standing water.
The most common cause of yellowing of dracaena is not enough water. They don't like direct light either and thrive best is low light conditions.

bamboo needs to be in indirect sunlight or the leaves will burn. it looks like it needs a bigger pot and try unsalted aquarium water its got nitrates, good for plant growth!

You actually have to change the water every 2 weeks (I do it every week), not just fill it up when it evaporates. The stagnant dirty water could be what's causing the yellowing leaves.

Perhaps bacterial growth is infected the plant.. if you aren't changing the water.
