NCIX sent 2x4GB RAM in 2x8GB RAM packaging

It wasn't, but my buddy thinks the manufacturer might have tried to pass through a refurb or something.

this is my personal ncix nightmare, and another reason why I only buy pc products local.

I had something similar happen with amazon (bought one memory set, got another) but they cleared it up, no questions asked, but I know ncix would have been a *lot* (lot, lot, lot) tougher to get it worked out with. I bought a case from ncix that the shipper absolutely destroyed (notified immediately) and it took me a good 4-5 months to get a refund. that and a dented hd taught me to always buy local, even if it costs a few bucks more.

I bet your buddy got a return. Someone bought it and swapped in the 4GB set you got. And then returned it and NCIX didnt check it. You bought it and now you have to handle someone else's mess.

NCIX probably assumed that the kit was unopened and sold it back as new? Seems like the most likely option here...
