i bought a new ssd and i got a copy of a windows 7 iso from, and then i downloaded the MS usb drive install tool and when i use the tool and select the windows iso file it says "the selected file is not a valid iso file. please select a valid iso file and try again." now i have done this before and it works, so how come it doesn't work this time?

Try re-downloading the file. If you have an installation DVD, you could make your own iso from the DVD.
I encountered this problem once before. Rather than re-downloading, I burned the iso to a DVD and just installed from the DVD.

Use Wintoflash and make a bootable flash drive with your OS on it. Change the bios to boot from the USB port. Install Windows. Had to do this for a reinstall of Win XP on a netbook recently. Works like a charm!

I suggest you to copy windows from your usb to a DVD rom. It will be easier for you to install them.

The file name of the ISO doesn't matter, but if it's been corrupted or altered even slightly (e.g. files added), it won't work.

Do an SHA1 has check to make sure your ISO isn't dud.
Google for what SHA1 checksums are for your version of Windows to compare. Or maybe easier to just Google the SHA1 of your ISO to see if you get any matches.
