neighbour playing loud music?

How loud is loud? Louder than a lawnmower? A leaf blower? Playing music outside isn't against the law. Even if you can hear it. Within reason of course, so check your local bylaws.

wrong! at least in Toronto.

591.2 - No personal shall make, cause or permit noise or vibration, at any time, which is likely to disturb the quiet, peace, rest, enjoyment, comfort or convenience of the inhabitants of the City.

591.2.1 - "A.
Loudspeakers and other amplified sound projected on streets or public places.
(1)
No person shall emit or cause or permit the emission of sound resulting from the
operation of any electronic device or a group of connected electronic devices
incorporating
one or more loudspeakers or other electro mechanical transducers,
and intended for the production, reproduction or amplification of sound, that
projects noise beyond the lot line of the property from which the noise emanates
and into any street or public
place.
(2)
Subsection A(1) does not apply to a security alarm, if the activation of the security
alarm results in sound for a duration of not more than five minutes."

This bylaw applies at all times, there is no 7-11 for this.

Sure, but you need to look at the specific by-law and not the general by-law. They are in the garage likely facing a speaker towards the road..591 would apply not 594. The verbiage is different between the two sections.

If that fails, it would be very easy to just get into NPC 205/300 and argue that based off the power levels damage is likely to be sustained to hearing if exposed to the noise for extended periods of time and you can argue that your health is being affected.

The best bet is to just call one of noise and vibration consultants in the area and they will give you all the info you need. There's a handful of them in the GTA.

Maybe they do not have broadcast or exhibition rights for this music?

Don't you need permission from the copyright holder to play music for public audiences or something like that?
...any public performance of copyright-protected musical works requires a licence. When a song is played in public, music creators (not just the performers) are entitled to be compensated – it supports their livelihood.

Are u being intolerant of common neighbourhood noises, or is the music volume truly over the limit? Yeah, a lot of ppl choose to move because of the neighbourhood going downhill with new trashy residents establishing new status quo behaviour. For example, screaming kids, revving engines, bouncing basketballs, etc. can be really annoying, esp. when u r used to living in super quiet neighbourhoods populated with seniors.
