IMHO both solution (disk-based vs tape) complement each other.

You can do backups on any media, but tapes are the cheapest.

How similar are Server 2000 and 2003? Is it a complete change from its predecessor? Like if we changed everything and decided to go 03 (better hardware etc..) would we expect a learning curve or is it just security features and such that have been added?

It's mostly a Kernel change with some added security features.

Why not just go to 2008 server?
I found going from 2000 to 2003 to be pretty painless. Then from 2003 to 2008 was not so bad either, although MS likes to move things around a bit. You should be able to go to 2008 with little or no problems, and a bit of learning. If you can't find a certian thing in 2008 that was in 2000 just google it and there should be a treasure trove of information. And with the Hyper-V in 2008, you can virtualize some servers if you wanted to.

How does licensing for SCVMM work? Similar to Vcenter?

Is your organization running Exchange, SQL or any apps sensitive to an AD schema change? You need to look at everything, right from the client computers to your backups (zing!).

The OPs AD environment needs to be understood before one can suggest a jump from 2000 to 2k8. I've never done a jump like this skipping Server 2003, without researching it may not even possible due to significant changes in AD schema, not to mention any SQL or MS Exchange services in place.

No actually exchange nor SQL is in effect. We don't use those and I don't believe he even knows how to install it.

What are your client workstations? Anything Pre-Windows 2000 logging on? If yes, you're running a Windows NT domain. And just to add do this, if you're going to be changing your authentication system and have Pre-Win2k machines you're going to need to get those phased out first as AD does not support Win98, WinME, WinNT.
Either way, you're looking at some serious upgrades to your underlying domain infrastrucure.

No we aren't running NT domain. What was gone the moment he added windows 7 machines. I think i stated that previously. All Xp and above.
