new roof: gutter upsell

Hello,

I am talking to different roofing companies to replace my current roof (15 year old house, 4500 sq.ft roof).
Most of the companies recommend I also replace all the gutters around the house. They also recommend replacing the entire skylight assembly instead of just replacing the flashing around them. Is it typical for a roofing company to upsell so much?

When I had the roof done on my last house, all the contractors (3-4?) did not upsell (gutters, extra tar paper, etc). They seemed dis-interested in it.
