those new windows are tough to install, but it will save your energy bills. Get the newer type with double or triple window with inert gas.
about windows vista, any $300 dell pc will run fine.

They will be releasing 7 different versions of Windows Vista. A handful of that will be at the consumer level to meet different levels of hardware requirements. There will be a version for low cost systems with low hardware requirements. In contrast, the version with all the bells and whistles, apparently most if not all of today's mainstream systems will be powerful enough to adequately support it, or so they say.

As for requirements (or recommendations):
RAM - Min 512MB, 1GB will most likely be a better base.
CPU:
AMD - Sempron, Athlon 64, X2, FX, Turion 64, Opteron

ATI: All DX9 GPUs (M10 or above,R300 or above, RV350 or above, RS400, RS480, RS482, RC410). Or in other words anything higher than a Radeon 9500, x300 will work.
Nvidia: Anything higher than an FX5200 is Vista ready.
For laptops - Intels 945G express chipset or ATIs RS400 or RS480 family chipsets are compatible._______________
