New wiper blade is skipping?

I got a new pair of wiper blades. The driver side blade skips but the passenger side works perfectly. How can I stop the drivers side blade from skipping? I called the 1-800 help number on the package and did what they said to do: clean the windshield+blade with water+baking soda but the blade still skips.

How to stop the skipping?

This is the type of blade:

Yea wiper chatter! The blade is silicone coated so it makes it seem like there is rain-x on the windshield already, so adding more rain-x won't help.
