The rules are a little vague. If I remember correctly, all the CRTC says is that 911 must be implemented. Whether they mean it must be implemented on each and every phone, or that it must be implemented at the service provider level for the customer to set up if they choose to, is anybody's guess. If I were VoIP.ms, my argument would be that as a DIY service I have no control over how the customer uses it. I can recommend, but can't force, customers to set up 911 in their dial plans etc, so logically I should not have to force them to pay for it.
