Yeah probably. As long as you keep enough money on it to cover the subscription each month.
I've just been using my regular TD visa with it since 2017 and never had any issues though

500gb of downloads per month is 2$ per month.

1tb is a block for a one time payment of 8$. After your 1tb is used you can't download anymore.

Unlimited downloads per month is 3$ per month.

Ok I will explain it.

500 GB/month for $2 USD means that per month you can download a maximum of 500GB from their servers before you're capped and have to wait til the next month.
1TB 'block' account for $8 USD means you a purchasing 1TB worth of data, but it's not limited to 1 month. So if you are not a heavy downloader and think 1TB would last you a long time, you could purchase this 1TB block account and as long as you've yet to use up 1TB of data, it would still work even a year from now.

The $3 USD unlimited monthly account is the same as the 500GB account except there are no limitations on your downloads. Download as much as you want every month for $3 USD.

No it is the exact same (highwinds). So there's no reason to switch unless you're paying more for news hosting.

I haven't heard of newsgroups before but interested in trying it out. Is this feasible to use from an android phone or do I need to run through a PC?

I'm guessing if the files download as a series of small 20 mbps pieces this doesn't work well on phones...
