So you want to win right?
What if you win and they contact you and require ID verification, can you provide that?
They aren't going to care or even bother trying to find out if someone who submitted to a contest is actually them, it's just *IF* you win, now they are going to verify that you qualify.

No Quebec residents.
Hi there,
I was just curious what would happen if I were to put a friend's address in Ontario as my residence to enter contests that exclude Quebec residents? I mean short of them calling and asking for me (they will be advised) there's no real check that can do, is there?
Thanks for your input,
- Randy

Sure i don't see why not
It's not your fault that you live in Quebec, obviously it's not their problems either but a good way to compromise is to ask your friends or relatives who reside in Ontario to participate in the contest
If they win then i hope you got your fair shares
