It's not annoying, it's how the system works, and it's quite effective.
You file a non-paying bidder warning. E-bay will remind the bidder to pay. If he still doesn't, you will get your money back that went into the auction, and the bidder wont' be able to leave you negative feedback.

Non-paying ebay newbie
Bought the item and then emailed me afterwards asking if he could pick it up locally. I said no. He hasn't replied.
Should I leave negative feedback for a non-payer with zero feedback?
He has nothing to lose but could retaliate.
It's really annoying with ebay, how you have to go through Safety and Trust Harbor by email only, to get your money back etc.
And esp when ebay won't let you block zero feedback bidders.
It's only been 2 days but I told the buyer to reply by today afternoon and no answer so far.
I have to wait till 5 days later to get my money back.

Let me get this straight. You sent him an email saying to reply by the afternoon.
First of all, afternoon could mean any time from 12-5.
Second of all, if he doesnt read the email until the evening, or tomorrow, how is he to respond?
I think you may have lapsed in judgement here.

You can no longer leave buyers negative or neutral feedback with the new feedback system as of May 19th.
If you want to avoid non-paying buyers in the future, the only option you have is to list it as a Fixed Price auction and select the options "Require immediate payment when buyer uses Buy It Now" in the paypal box when listing and "Don't have a PayPal account" under buyer requirements.
You can also state in your auctions "No Local Pick Up" and do not put your City under location (just province, and country is enough). I never had this problem after removing my city.

You can no longer leave negative feedback. But eBay has also beefed up their non-paying bidder policy, so you no longer have to be afraid of reporting him and getting retaliation in return.
Just report him, eBay will return your fees (unfortunately you lose the listing fee), and any negative feedback he leaves will be removed.

The reason I am debating the 7 day policy is because some buyers, you KNOW they won't pay like guys who joined 2 days ago, bid then ask if they can pick it up at your inconvenience at a price they deem appropriate comparing the lowest possible price they can find on ebay for the same thing.

If you know he's not going to pay, simply relist the item and sell to someone else.
After seven days, you'll get your listing fee and final value fee back from E-bay.
I really don't see a problem with E-bay's system in this case, it's working as it should. You can't expect E-bay to give you back your money after 2 days. That's not realistic._______________

New optional Buyer Requirements effective today :

Previously, the max unpaid strike option was "Have received 2 Unpaid item Strike(s) within 30 days" and no policy violation option.
Here are my current settings :
Don't have a PayPal account
Have received 2 Unpaid item Strike(s) within 12 month(s)
Are registered in countries to which I don't ship
Have 4 Policy violation report(s) within 6 month(s)
Have a feedback score equal to or lower than -1
Have bid on or bought my items in the last 10 days and have met my limit of 5
