the reason bush had enough time to react was because the shoe thrower stood up and held the shoe high before he actually threw it, if the guy was actually faster, he could've nailed him by surprise..

bush managed to dodge the first one, and could've been hit by the second if not because someone saved him.. the second one was more of a surprise to him
