Obusforme car seat heater.... notworking?

Ok, my dad got this seat heater a year ago, and since the first day he bought it, I felt it was broken, no heat at least it is how I felt. My dad insist that there's heat and just heat is not high.... I think he is either numb or no feeling towards any heat.

The thing makes no difference either pluged in or not, btw, there's no switch on it since it's a very simple car seat heater.

My main question is: if these 12V seat heaters aren't really any warm(I can't feelt it) or ours is broken? I have heard that only the heater built into the seat is a good& powerful one (in friend's acura, it really feels burnning...if swith to high)

Never buy a car seat heater unless it comes like that from manufacturer!!!
